Wes Moore signs Glock ban into law, making Maryland the second state to outlaw America’s most popular handgun

Maryland Governor Wes Moore signed legislation this week banning the sale, transfer, and manufacture of Glocks and Glock-clone handguns, making Maryland the second state in the country to outlaw the most widely owned pistol platform in America. The ban takes effect January 1, 2027.

The move follows California’s lead. Governor Gavin Newsom signed a similar Glock ban into law in October 2025, and Maryland Democrats wasted little time following the Golden State’s playbook. The Maryland Senate passed the legislation first. The House followed, with Breitbart News reporting the House passage on April 9, 2026. Moore signed the bill into law on Tuesday.

The result: come New Year’s Day 2027, no one in Maryland will be able to legally buy, sell, transfer, or manufacture a Glock or Glock-pattern pistol. Existing owners may keep their firearms, but they cannot pass them on to a family member, sell them to a neighbor, or transfer them through a licensed dealer.

The stated rationale, and the reality

Democrats framed the legislation as a response to “Glock switches”, small, federally prohibited devices that convert semi-automatic pistols into fully automatic weapons. The devices are already illegal under federal law. They are popular with gang members and street criminals, a fact no one disputes.

But here is where the logic falls apart. Rather than targeting the illegal conversion devices themselves, Maryland chose to ban the lawful firearm. That is like banning pickup trucks because some people drive drunk.

The contrast with how red states have handled the same problem is instructive. Alabama Governor Kay Ivey signed SB 116 into law this year, banning gun conversion devices, not the guns themselves. The bill passed the Alabama Senate 24-2. As the Washington Examiner reported, Ivey framed the measure as a tool to empower local law enforcement to prosecute criminals who use the illegal switches, without touching the rights of lawful gun owners. Alabama joined 23 other states in banning the devices at the state level.

“While there is a federal ban on these gun conversion devices, we needed a way to empower our own law enforcement here in Alabama to get these illegal and extremely dangerous Glock switches off our streets. I am proud to support law enforcement and work to combat crime by putting my signature on SB 116.”

That was Governor Ivey. Note the difference. Alabama targeted the illegal part. Maryland banned the legal product.

A pattern across blue states

Maryland’s Glock ban does not exist in isolation. Democratic governors across the country have spent the past year signing sweeping firearms restrictions into law, each one testing how far they can push before courts or voters push back.

Virginia’s Governor Abigail Spanberger signed a semiautomatic firearms ban that immediately triggered legal challenges from the NRA and the Department of Justice. The ink was barely dry before a Virginia prosecutor declared the ban unconstitutional and publicly refused to enforce it.

In Minnesota, Senate Democrats forced through a semiautomatic rifle and magazine ban on a strict party-line vote, with no Republican support whatsoever.

The pattern is consistent. Blue-state legislatures pass sweeping bans. Governors sign them. Lawful gun owners absorb the consequences. And the criminals who prompted the legislation in the first place, the gang members using illegal switches, the felons carrying stolen firearms, remain unaffected, because they were already breaking the law.

What the Maryland ban actually does

The scope of Maryland’s new law is broad. It covers Glocks and what Democrats describe as “Glock-clones”, though the legislation’s precise definition of which manufacturers and models fall under the ban remains unclear from available reporting. The law prohibits sale, transfer, and manufacture within the state.

The grandfathering provision sounds generous on paper. Current owners can keep their Glocks. But they cannot sell them. They cannot give them to an adult child. They cannot trade them at a licensed dealer. The firearms become, in effect, dead-end property, legal to possess today, illegal to move tomorrow.

No information has emerged about penalties for violating the ban, whether law enforcement or military personnel are exempted, or how many Glocks are currently owned across the state. No legal challenge has been publicly announced, though given the trajectory of similar bans in Virginia and elsewhere, one would be surprising only in its absence.

The broader Second Amendment landscape

Maryland’s action arrives at a moment when the federal posture on firearms regulation is shifting in the opposite direction. The Trump Justice Department recently refused to defend a Biden-era ATF gun rule and dropped the appeal, signaling a clear federal pullback from the regulatory expansionism of the previous administration.

That divergence matters. Blue-state governors are racing to fill what they see as a regulatory vacuum, stacking state-level restrictions while the federal government steps back. The result is a patchwork where a Glock purchased legally in Pennsylvania becomes contraband the moment its owner crosses into Maryland, assuming the owner even knows the law has changed.

Democrats describe these firearms as “machine gun convertible,” a phrase designed to make a standard semi-automatic pistol sound like a battlefield weapon. A Glock, out of the box, fires one round per trigger pull, the same as virtually every other modern handgun sold in America. The conversion devices that turn them into something else are already federal felonies to possess.

Maryland’s legislature chose not to focus on enforcing existing law against criminals. It chose instead to create new law against the law-abiding.

Who pays the price

The people who will feel this ban are not gang members. They are not the street criminals who use Glock switches in drive-by shootings. Those individuals do not buy firearms through legal channels, do not submit to background checks, and do not consult state statutes before committing violence.

The people who will feel this ban are Maryland residents who chose a Glock for home defense, for concealed carry, for competition shooting, or simply because it is a reliable, affordable, widely supported handgun platform. They followed every law. They passed every check. And now their state government has told them the product they legally own cannot be legally transferred, ever.

Governor Moore issued no public statement explaining his reasoning, at least none captured in available reporting. He simply signed the bill. WYPR, a Baltimore-area public radio station, reported on the signing alongside other legislation Moore approved the same day.

No fanfare. No explanation. Just a signature that turned millions of lawfully owned firearms into a class of property that can never legally change hands in Maryland again.

The question no one answered

The open questions surrounding this law are as telling as the law itself. What are the penalties for a Maryland resident who sells a Glock after January 1? Are off-duty police officers exempt? Can a widow transfer her late husband’s firearm to their son? Can a dealer sell remaining inventory before the effective date, or must existing stock be destroyed or shipped out of state?

None of these questions have been publicly addressed. The legislation passed, the governor signed it, and Maryland gun owners are left to figure out the rest.

When twenty-three states and the federal government have already banned the conversion device itself, and a governor still decides to ban the gun, the goal is not public safety. It is disarmament, one model at a time.
